FOCUS: Former Insider Tells NCST How He Flipped Into The Robin Hood of Telecom Michael Flores, of SCM Advisors, gave a presentation to members of The National
Call explaining how he took his cell industry expertise and in 2017, a case of an antenna site on top of a dental office became a consulting business that helps landowners to fight for their rights against huge Telecoms. SCM Advisors manages approx. 600 cellular leases in the US. Flores says the Telecoms are relying on the lack of enginering expertise of cities and also misrepresenting the strength of their Wi-FI. Most cities added 5G under telecom law 6409, which says small modifications
are allowed without renegotiation and without triggering environmental review under NEPA. However, the power level of 5G is not a small modification, says Flores.

CA EMR science heavyweights say the UN's Systematic Reviews on EMF is hopelessly flawed. "We uncovered numerous flaws, including the exclusion of relevant studies, inappropriate combining of studies
with vastly different exposure conditions, and undisclosed biases," said Ron Melnick, of the Int'l Commission on the Biological Effects of EMFs (ICBE-EMF) who published a critique of the review in Environmental
Science. |
MA Massachusetts for Safe Technology is following OH's lead on approaching MA legislators to write to the FCC to comply with the 2021 court remand order from the D.C. Circuit of Appeals to review
the FCC's limits in light of the 11,000 pages of scientific studies showing biological effects. |
“You are screwing up, cities all over the United States, because you did not read under the 6409 that there is
a way for the public to be protected under the 6409 [law]" said Flores. "We believe that 90% of all installations made under 6409 are illegal ..."

Do we need a Bill of Rights for our brains? (aWeber ClipArt)
Sens. Chuck Schumer (D-NY), Maria Cantwell (D-WA) and Ed Markey (D-MA) want to safeguard your ideas, memories and impulses and the Management of Individuals’ Neural Data Act of 2025 is how they plan to do
it. The bill directs the Federal Trade Commission to collaborate with officials at other federal agencies, industry leaders, consumer and patient advocates and clinical researchers to design a neural data governance structure and fill policy gaps. Although, ex Congressman Curtis Weldon warned us about directed-energy
weapons, more mundane threats exist. With companies like Neuralink looking to chip people to explore consciousness, oddly, it's the finance men and not the doctors who will guard thine neurons. The agency also would be required to investigate neural data abuses, like insurance discrimination and targeted a

States block fiber to rural Rural residents in need of safe tech internet are being denied legal access by 16 states -- like Tennessee, which allows cities like Chattanooga (also known as Gig City) to operate their own public fiber network but refuses to allow expansion beyond the city. In 2022, Hamilton County, the home of Gig City allowed for Tennessee to give free safe internet connection to the rural areas around it but Tennessee Code Annotated § 7-52-601 et seq forbids expansion. Texas, another of the 16 states, is meeting more subtle roadblocks in administrative red tape.

Landlines to be stamped out
The Federal Communications Commission and state govts. are phasing-out non-internet landlines held by 1/4 of the US pop. Landlines are most people's emergency go-to, said The Utility Reform Network (TURN).
Reeling from wildfires, Californians are protesting Assembly Bill 470, which will eliminate AT&T's “carrier of last resort.” TURN and The National Call and other advocates submitted comments to the FCC on
its plans to expedite phasing out of copper landlines in Sept. If you would like to add your voice, reply comments are due Oct. 27.

Court: Radiation Exclusion in Insurance CoverageIn a decision handed down in July, the 7th Circuit Court of Appeals ruled that a manufacturer of electronic transformers was not entitled to insurance coverage from American Insurance Group (AIG) based on the exclusion in the insurance policy of “any form
of radiation” which the court determined to also include EMF. In Hammond Power Solutions, Inc. v National Union Fire Insurance Company of Pittsburg, No. 24-1642 (7th Cir. 2025) Hammond was sued by a family living near Hammond's transformer based on
a cancer diagnosis.

Soft Lights Foundation Settles Lawsuit On Sept. 26, Mark Baker settled ADA discrimination lawsuit against RT Golden Hills and Gogris Corporation for $6,000 for failing to turn off the intense blue LED lights on an LVT video surveillance system in a shopping center. The Golden Hills felt that the flashing LED lights display would prevent crime, which seems to be a catch phrase used to install blue lights
everywhere. The Soft Lights Foundation now has three chapters: California, New York and Washington.

LOCAL GOVERNMENTS, COURTS & THE LAW
AK Residents of Sitka, Alaska won their fight to block a 120-foot cell tower after the Alaska Department of Administrative Hearings ruled that
the project violated local ordinances. Residents received legal help from Children’s Health Defense’s Stop 5G initiative. The decision affirmed widespread local concerns about safety, property values and environmental risks. Tidal Network failed to show that the location would be the least intrusive means to fill the gap in service, particularly since it was located on a landslide zone. Sitkans for Safe Tech and other civically-minded residents celebrated the decision. AK The city council of Chilkat Valley has voted on a "ban on new cell towers." Though
the town meant to vote on a set of regulations that would have established a mandatory 1,000-foot buffer between new towers and schools, day cares, playgrounds, and youth centers, public comment absolutely changed the agenda. AZ SBA Communications applied for a permit for a 120 ft. cell tower. The permit was denied by the county in Nov. of 2024 following the testimony of the Environmental Illness community (EI). EI, a group of resident dealing with environmental toxins, including EMR-Syndrome, objected to the destruction of their retreat in
east Snowflake city. SBA filed their suit on Dec. 12, 2024 saying there are no legal grounds to deny the tower in the White Antelope Road area. (Towers may not be denied on grounds of health.) EI, with help from safe tech attorney, Andrew Campanelli, had filed to intervene in the case. This would be a defining case for Safe Tech advocates. EI wants safe tech advocates to petition Navajo County to uphold their stance when they meet on Oct 14 to discuss the suit. CA Safe Tech advocates are opposing a 104 ft. AT&T Macro Tower that was approved
by the San Francisco Planning and Zoning Commission in a residential area on Sept 25. They have submitted a memorandum with the help of safe tech attorney, Andrew Campanelli. The argument is based on aesthetics and property value and is expected to be submitted by Oct. 25. AT&T
and the Sheriff's Office are arguing that the tower closes holes in a needed emergency response, FirstNet. Advocate Catherine Dodd says a study they have commissioned shows sufficient coverage without the tower. IL Verizon is suing the City of Geneva over the city's permit denial of a new tower near Eagle Brook. This suit follows a similar lawsuit from 2022, which is still pending. Citizens complain the tower will lower the value of their homes and change the character of their schools. NC Greenville County’s Roads, Infrastructure and Public Works Committee is considering a 180 day pause on the construction of new cell phone
towers. Greenville is in high demand as location for cell phone towers. Residents said they support the county and voiced their health and property value concerns. If it gets approved, the county says this moratorium would give staff time to study and develop a strategy for towers. NJ A proposal to assess
the potential construction of a cell phone tower on the property of Henry Hudson Regional School in Highlands has sparked a wave of opposition among parents of students in the district. State Senator Declan O’Scanlon, R-Monmouth, CEO of wireless consulting firm FSD
Enterprises, pitched the idea to the school board, stressing he was "speaking as an industry consultant, not a legislator." TX The Irving/South Haven tower is going forward but residents are studying what the city of Irving can do to make installation safer, like codifying distance buffers between the tower and residential areas. The county, mimicking telecom talking points, is saying that their hands are tied by the
telecom law and the city is also planning to raise the allowed height of the towers. That county needs to get in touch with CHD's Stop5G.org.

ICBE-EMF; National Toxicology Program, National Institute of Environmental Health Sciences (retired), Ron Melnick Consulting: The World Health Organization (WHO) commissioned 12 systematic
reviews (SR) and meta-analyses (MA) on health effects of exposure to radiofrequency electromagnetic fields (RF-EMF). The health outcomes selected for those reviews (cancer, electromagnetic syndrome, cognitive impairment, birth outcomes, male infertility, oxidative stress, and heat-related effects) were based on a WHO-conducted international survey. Institute of Health Sciences, Navi Mumbai, India: Even after adjusting for low birth weight, it was found that higher levels of EMF radiation were associated with poorer outcomes for cognitive domains of development
such as the problem-solving and personal-social areas. American Institute of Biological Sciences, Arlington, Virginia: The aims of this paper is to measure whether
ferromagnetic panels sufficiently reduce the high electromagnetic fields (EMF) to which newborns are exposed in incubators and to which caregivers are exposed when working near the incubators. GOLIAT Project, Switzerland: A team of researchers from Project GOLIAT has developed and applied a new protocol to measure exposure to mobile phone radiation, in particular from 5G. The researchers measured radiofrequency electromagnetic field (RF-EMF) levels during three different scenarios: when the mobile device is in flight mode (non-user), when the mobile phone is used intensively by either downloading or uploading data. The study demonstrates that
exposure to RF-EMF from mobile phone base station increases with increasing population density. However, mobile phones transmit most strongly in areas with poor network quality.Review by Barcelona Institute for Global Health.
University of Picardie
Jules Verne, CURS, Amiens, France. Data suggest that during prenatal development, continuous wave RF-EMF exposures at regulatory thresholds decrease cellular proliferation, alter differentiation, and decrease synaptogenesis in the immature brain of rodents. These data support the hypothesis of a vulnerability of developing organisms towards RF-EMF exposures and
to maintain caution regarding RF-EMF exposures of pregnant women and young children during telecommunication use. Related: Nicolas Hulscher, MPH, points out:
These effects were observed at 0.08 W/kg — the ICNIRP “public safety” threshold for whole-body exposure. By comparison, US cell phones are allowed to emit up to 1.6 W/kg at the head
(localized exposure), a level 20× higher than what caused damage in this study. The Laboratory Animal Ethical Committee of
China Agricultural University: LED effects on the growth and development of laying hens during pullet rearing may be adversely affected due to the discomfort of the perceived illuminance. Illuminance refers to the amount of light that shines onto a surface, also called
lux. Fatenbenefratelli Hospital, Italy. Electromagnetic fields from cell phones excite the brain cortex adjacent to it, with potential implications for
individuals with epilepsy, or other neurological conditions. This finding is published in Annals of Neurology, a journal by John Wiley & Sons. The article is also available online via Wiley Interscience. Middle East Fertility Journal Mohammed V University in Rabat, Rabat, Morocco. EMF exposure adversely affects reproductive health, particularly sperm quality and hormonal balance, with oxidative stress serving as a plausible mechanism. Public health strategies should prioritize exposure mitigation.
Lights! Action! Biological Damage!
A National Call member reports that in getting her house checked for sources of EMR with a Stetzer meter for dirty electricity, she found that after removing her smart meter the major contributors to the EMR in her house were LED lights. After removing two bulbs the count of dirty electricity went from 800
to 30. LEDs emit electromagnetic radiation in the Visible Light portion of the spectrum. However, the only similarity between LED light and traditional light sources such as the sun, a candle, and even an incandescent light bulb is that we can detect the LED light with our eyes, skin, and nerves. Other than that, there are essentially no similarities between LED Visible Light radiation and sunlight or candlelight, or incandescent light. LED light should have remained confined to the
laboratory rather than having been released into our environment, writes the Soft Lights Foundation. "This gentleman was kind enough to let me take a video of his Libre 3 Plus blood sugar monitor. In all the homes of those who wore these devices, not a single person recovered from
diabetes, unlike those who didn’t wear one and eliminated their exposure to supraharmonics."

Court: Most Swiss towers are illegal
An Administrative Court of Zurich has found evidence that 95% of Swiss antennae in the country are operating illegaly. Judgment VB.2024.00753 passed on the 22 of May 2025,
a case involving an adaptive 5G antenna exposed serious shortcomings in licensing practices for mobile communication systems. According to experts such as the engineering firm Andreas Groß GmbH, documentation shows that 95 percent of all the antennae investigated have failed to
disclose several essential technical facts, including most significantly their maximum potential power. This makes most Swiss towers a swindle.
